Capture & Respond UK & US
Why B2B Enquiries Fail to Become Customers
Find where B2B enquiries stall. Audit ten recent enquiries, separate poor fit from missing information, and give each opportunity a clear next step.
An enquiry arrives. You answer, perhaps arrange a call, and send a proposal. Then the conversation stops. It is tempting to blame the quality of the lead, but the record may tell a different story: nobody owned the reply, a key question went unanswered, or the buyer was never ready to start.
Begin with your last ten genuine buying enquiries. Find the point where each one stopped, check what you actually know, and choose one part of the process to improve. This guide is for small B2B service businesses selling in the UK and US. In US usage, an enquiry is usually called an inquiry.
You can do this with your inbox and a spreadsheet. The aim is to make a useful decision about each enquiry before spending more time on a proposal or more money attracting the next one.
Map your last ten enquiries
Choose ten consecutive, genuine requests about buying your services, ending on a recorded review date. Include requests you declined and conversations that went quiet. Exclude spam, internal tests and duplicates, but note those exclusions. If you have fewer than ten, use all of them and record the number.
Count each potential purchase once. Two people asking about the same project are usually one opportunity for this review. An existing customer asking about a separate project may be another. Keep newsletter subscriptions and template downloads outside this exercise unless they included a buying request.
For each enquiry, record its arrival date and source, first substantive reply, current stage, owner, missing information, next action and due date. Add the outcome and the evidence behind any reason for closing it. A substantive reply addresses the request or asks a relevant question. An automatic receipt does not count as that reply.
Use simple stage names such as Received, Replied, Discovery, Proposal, Won and Closed. Define what moves a record between them. For example, Proposal means a scoped offer has been sent, while Won means the buyer has met your chosen acceptance rule, such as signing the agreement. An encouraging conversation remains open.
Your labels can differ from a CRM’s defaults. HubSpot, for example, distinguishes lifecycle stages from lead status and allows stages to be customised. Its terminology is a product convention, not a universal definition of a qualified lead. S1
A fictional audit of ten enquiries
The following records describe unrelated, fictional service businesses. Names, requests and outcomes are invented to demonstrate the review. They are not customer results or a conversion benchmark. Review date: 28 October 2026.
| ID and request | Stage and owner | Recorded evidence and next action |
|---|---|---|
| E01 · UK brand strategy | Received · Unassigned | No substantive reply recorded. Assign an owner and check the original request today. |
| E02 · US web design | Replied · Maya | Pricing question answered; project goal unknown. Ask what the website needs to achieve. |
| E03 · US operations consulting | Discovery · Alex | Buyer paused work until January 2027 and requested a January check-in. Review on 12 January. |
| E04 · UK website project | Discovery · Sam | January launch requested; spending range and approver unknown. Clarify both on 29 October. |
| E05 · US HR consulting | Closed · Jordan | Buyer said they chose the incumbent. Record customer declined and the stated reason. |
| E06 · UK marketing consultancy | Proposal · Maya | Buyer agreed a proposal review on 29 October. Confirm the agenda and attendees. |
| E07 · US design retainer | Won · Alex | Agreement signed. Complete the delivery handover. |
| E08 · UK IT consultancy | Closed · Sam | Request needs on-site Chicago support; provider is remote only. Record not a fit. |
| E09 · UK analytics consultancy | Closed · Jordan | Two follow-ups received no reply. Closed administratively as no decision; buyer’s reason unknown. |
| E10 · US research consulting | Replied · Alex | Contact said they would share a brief on 30 October. Review the brief then. |
There is one win, three records closed without a sale, and six unresolved enquiries, including one deferred purchase. Those counts do not establish an eventual win rate. The open enquiries have not finished their sales cycles, and these ten records are fictional.
E01 exposes a responsibility gap. E03 has a future review date. E09 has an unknown loss reason. Treating all three as poor-quality leads would hide three different decisions.
Identify why each enquiry has stalled
An enquiry can stall for more than one reason. Use these possibilities to investigate the record rather than automatically assigning a cause.
The request does not fit what you deliver
Check the actual mismatch: service, location, delivery model, required expertise, capacity or a confirmed commercial constraint. E08 needs an on-site service the provider cannot supply. That is a clear reason to close the enquiry politely.
An unfamiliar industry or a missing budget figure needs investigation. Neither proves a mismatch. Record the constraint and its source instead of writing a broad judgement such as bad lead.
The need is real but the timing is different
Ask when the buyer needs a decision, when delivery must start, and what drives those dates. A launch deadline differs from a tentative wish to start next year. Also check whether your delivery capacity matches their schedule.
When the buyer has postponed the project, record the trigger for reviewing it and any requested contact date. E03 belongs in a deferred review, rather than the same follow-up queue as a proposal being discussed this week.
You are missing a fact needed for the next decision
For a service enquiry, establish the problem, desired outcome, practical fit, timing, commercial constraints and buying process. Salesforce’s lead qualification training covers need, budget, timing and decision-makers, and notes that qualification models have different limitations. These topics are useful questions, not proof that a buyer will purchase. S2
Record Unknown when the evidence is missing. For E04, ask: What spending range is realistic for the initial phase, and who else will review the proposal? The contact may be organising the purchase without approving it personally.
The conversation has no owner or concrete next step
Check whether one person is responsible for the enquiry and whether the next action says what they will do and when. A note saying ‘Follow up’ is too vague. Write the action in full: ‘Sam to send the two scope questions by 14:00 Europe/London on 29 October.’
Check the record before concluding that nobody replied. Work may have happened in a colleague’s inbox. Missing documentation is a gap to resolve, not evidence that a particular delay caused a lost sale.
The proposal leaves the buying decision unclear
Review whether the proposal answers the agreed problem and sets out scope, exclusions, responsibilities, timing and price. State GBP or USD, the payment schedule, and how applicable taxes are treated. A bare currency symbol can leave an international buyer guessing.
Ask how the buyer will evaluate the offer and whether they want a review meeting. E06 has an agreed discussion. Sending another document without knowing the outstanding question may add work without moving that decision forward.
The buyer chose another option or made no decision
The buyer may choose a competitor, retain an existing supplier, do the work internally or postpone it indefinitely. Keep their stated explanation separate from your interpretation. E05 has a confirmed supplier choice. E09 does not have a confirmed reason.
If a conversation stays silent, you can close it administratively under your own review policy and record No decision, reason unknown. Do not convert silence into Price too high. Reopen the record if the buyer returns.
Check ownership and the next action
Give every active enquiry a named owner. The owner does not have to do all the work, but should know who is acting next. If the action belongs to the buyer, give your own owner a date to check what happened.
Set a response target your team can cover. Write down the staffed days, hours and time zone, who provides cover, and what happens outside those hours. A small team might aim to send a substantive reply by the end of the next staffed business day. That is an example operating rule, not a universal sales benchmark.
For UK and US buyers, put the date and time zone on meeting invitations and deadlines. Use 29 October 2026 rather than 10/29/26 or 29/10/26 in shared notes. Use a location-based zone such as Europe/London or America/New_York, and check the calendar invitation across daylight-saving changes.
Keep the action attached to the enquiry. A spreadsheet row or a CRM task can do this. HubSpot’s task documentation, for example, includes a record association, assigned user, due date and time, and notes. You can use the same basic fields without adopting that product. S3
Use the Lead Qualification Sheet
Open the accompanying Lead Qualification Sheet and duplicate the blank Qualification tab for an enquiry you are reviewing. Start with what the buyer has already told you. Add a dated reference to the original message or call note so another person can distinguish evidence from an assumption.
Choose one of the following decisions. They describe what to do next, not the probability of winning.
| Decision | When to use it | What to record next |
|---|---|---|
| Progress | Enough fit and need are established for a useful next step, and the buyer agrees to it. | The agreed action, owner and due date. Confirm remaining details before committing scope or price. |
| Clarify | A missing fact prevents the next decision. | The specific question, who will ask it and when. Unknown budget is not a zero budget. |
| Defer | The project is not active now and there is a sensible review trigger. | The trigger or review date, owner and the buyer’s contact request or preference. |
| Close | There is a confirmed mismatch, a decline, a stop request, or an administrative decision to stop pursuing it. | The reason and its evidence. Label an unknown reason as unknown. Record any appropriate reopening trigger. |
The worksheet includes three fictional completed examples: E04 needs clarification, E03 is deferred, and E08 is closed for a delivery mismatch. E06 in the audit shows a Progress decision: the buyer has agreed a proposal review.
Use the form to support a conversation. You do not need to ask every question in the first email. Ask the smallest set needed for the next decision, and update the record as you learn more.
Handle contact details and follow up requests
Keep business context and a reference to the original conversation. Avoid copying unrelated personal details into the sheet, limit access, and review how long records are needed. The UK’s ICO says personal data should be sufficient for its purpose, relevant and limited to what is necessary. S4
In the UK, sending specifically requested information and sending later unsolicited marketing are distinct activities under ICO guidance. Corporate subscribers and sole traders or some partnerships also receive different treatment under PECR. UK GDPR applies when you process personal data. An enquiry or requested January check-in is not blanket permission for unrelated newsletters. S5, S6
In the US, the FTC says CAN-SPAM covers commercial email, including B2B messages. The message’s primary purpose matters, so do not assume that every reply to an enquiry is exempt as a transactional message. Apply the relevant identification and opt-out requirements to commercial messages. This federal email guidance does not settle state privacy requirements or rules for other channels. S7
Choose one change to test
Choose an observable gap from your review. If active enquiries have no owner, assign one when each request arrives. If proposal records lack an agreed next step, start asking how and when the buyer wants to review the offer. Keep other major changes stable where practical.
Write down the starting position and a review date. For the next group of enquiries, check whether the chosen process changed: for example, how many active records have a named owner, an explicit action and a due date. Record all three separately so a missing due date does not disappear inside a general complete label.
Review the unresolved records weekly. Assess sales outcomes after enough time has passed for your usual buying cycle, using consistent stage definitions and comparable enquiry groups. Ten records can reveal a process problem. They cannot establish that one change caused a higher conversion rate.
Start with the next enquiry that has no clear decision. Use the sheet to record what is known, what is missing, and who will act next.

Put the review to work
Use the Lead Qualification Sheet, then calculate the cost of the same enquiry cohort. If qualification is the gap, work through three decisions.
